AGENDA TOPICS 

Presenter Holloway provided information regarding theproposed St Francis Catholic High School Aquatic Center Project located on the existing 5900 Elvas Avenue campus. The project plans to construct one 25 yard competition swimming pool and additional instructional pool to also include viewing stands, three sand volleyball courts with parking, restrooms, concession stand, and conversion of existing maintenance building to a fitness center. A site plan and supporting documents were provided to the Board.  This community engagement period is ongoing with a traffic study, noise study and lighting review to address any neighborhood concerns.

Presenter Jones provided information for what is being called “Hope for Sacramento” a non-profit program for the un-housed.  Mr. Jones hopes that the City and County of Sacramento will agree to create a multi-facet campus providing housing and services to the homeless population.  Mr. Jones described aspects of the proposed campus as it is patterned after the successful program in San Antonio, Texas.  Mr Jones indicated there were close to 10,000 homeless in Sacramento at last count.  A current count is ongoing with an expected reporting of the results anticipatedtowards the end of 2022. He reports that Sacramento is currently spending 30mil. a year on services to the homeless.  As in San Antonio the business community, private citizens, and public entities need involvement in order to be successful.  32 acres are proposed with a courtyard/low barrier area, allowing possessions, animals and open 24 hours a day. Services include shelter, food, medical services, with no tolerance for violence or drug use.

In addition, a Transformational Campus is proposed that includes mental health services, drug counseling, job placement in a secure setting.  A Rapid Response is also a component providing immediate assistance and resources. 

The Board with Mr. Jones discussed the current Department of Community Response in the City of Sacramento needing accountability for the services delivered and cost.• APPROVAL OF PREVIOUS MEETING MINUTES – moved for approval and seconded.

             ACTION – Minutes approved

• TREASURER REPORT –

Balance in the Scholarship and General Fund remain the same as previously reported

Expenditure – PO BOX renewal.

As previously discussed, a portion of the ESP General Fund will be considered for investment and growth in association with Brown Financial Services Group.

• Scholarship Committee – Some applications have been received and others are expected.  Ellen Cochrane to convene the Scholarship Committee for selection of the 2022 ESP Scholarship recipients.  Update to follow.

• NO2REZONING – no current update

• McKinley Park/Pond Update – The Lion fish has been repainted and restored.

Interpretive Sign regarding the water fowl is out to bid.

• TRASH DASH – scheduled 4/23 9-noon  – meeting at McKinley Park
