East Sacramento Preservation Board Meeting Minutes

AGENDA TOPICS:
- APPROVAL OF PREVIOUS MEETING MINUTES – Moved for approval and seconded
Minutes Approved.
- TREASURERS REPORT – The General Account and Scholarship Account activity was presented and included information regarding liability insurance coverage expenses. ESP reports there has been preliminary discussion toward an association with the existing East Sacramento annual scholarship program related to ESP’s 501c3 status.
Discussion regarding professional management of ESP funds via the services of Ron Brown Financial. The Board approved a one year commitment.
- ESP Scholarship Committee Update – the scholarship applications have been distributed to School officials and students.
- Chris Jones of Haven for Hope – the program addressing the unhoused in San Antonio Texas will be invited to an ESP Board or membership meeting to convey information regard the program model.
- No2Rezoning – SB9 and SB10 : The statewide coalition of neighborhood groups is no longer collecting signatures but are preparing for the matter to be decided through the proposition process in an upcoming statewide general election – possibly 2024. The local Save Sacramento group is focusing on local jurisdiction and the 2040 General Plan to address the impact on single family residences. There is also litigation being considered on this issue specifically the State of California usurping the zoning authority of local jurisdictions.
- McKinley Park Pond Update – There are gray horned owls nesting along H street. ESP should encourage awareness of the wildlife near the park.
- March 11th from 10-noon there is a SAC Picks Up and Trash Dash planned – meeting place in front of the pond
- East Sacramento Community Association Board Member Brian Holloway has requested to meet regarding a new project planned for the Elvas Corridor – to be scheduled.
- ESP has been requested to be named a co-sponsor of an informational meeting of political candidates in the future. Board confirms.
UPDATES:
- McKinley Village residents held a neighbors meeting with Katie Valenzuela regarding their opposition to the City’s plan to designate a parking area for the vehicles of the unhoused at Sutters’ Landing. Subsequently the Sutters Landing location was eliminated as an option.
- State of California unclaimed property of ESP to be pursued.
