ESP Letter Regarding Alhambra Rite Aid Building

RE: Project Number P25-008 (Former Rite Aid Building at Alhambra Blvd and Granada Way):

Dear City of Sacramento, Planning and Design Commissioners:

East Sacramento Preservation is a neighborhood association that is writing in opposition of the proposed development of Project number P25-008 (Alhambra Blvd and Granada Way, Sacramento).

The neighborhood association recommends that the Planning and Desing Commission do not approve this storage project for the following reasons:

  1. The Alhambra Corridor deserves the same care and attention that the City of Sacramento is giving to other high transit corridors, such as Stockton Boulevard and Broadway corridors.
  2. The proposed storage project is inconsistent with the Alhambra’s Special Planning District.
  3. The proposed project requires an amendment to the City’s General Plan.
  4. The proposed project is inconsistent with the long-range planning objectives of the City of Sacramento.
  5. The proposed monolithic structure would increase traffic hazards for pedestrians, cyclists, and neighbors, who live and walk to support existing local businesses, as the building would have entry on L Street and exit onto Granada Way.
  6. If this project is approved, it would set a precedent for future building sites which could change the entire aesthetic of Alhambra Blvd.
  7. The proposed project is mostly used for self-storage; does not provide housing units to serve the community, as there are 3 large existing public storage facilities in East Sacramento.

Please do not approve the proposed Project Number P25-008 for the reasons listed above, and because the proposed development fails the neighborhood community in serving desperately needed housing.

East Sacramento Preservation – Board Meeting Minutes

East Sacramento Preservation – Board Meeting Minutes
Wednesday, October 8, 2025 – 7:00-8:00 PM
Location: The Alhambra Room, Clunie Community Center, 601 Alhambra Blvd, Sacramento, CA 95816

1) Approval of Minutes
The last ESP Board Meeting minutes were approved. Motioned by Ellen Cochrane and seconded by Sandra Carter.

2) Treasurer’s Report – Will Green
Will Green presented a detailed Treasurer’s Report, outlining ESP’s expenditures and income for the prior month.

3) TV Installation – Ellen Cochrane
The TV installation in the Alhambra Room has been completed. East Sacramento Preservation was pleased to donate this to the community.

4) Phoebe Hearst Elementary School Sign – Will Green
The ribbon-cutting ceremony scheduled for October 14, 2026, has been postponed pending SMUD inspection. An update will be provided at the next meeting.

5) ESP Scholarship Plan – Cindy Oropeza
Cindy Oropeza updated the Board on the East Sacramento Preservation Scholarship Plan. The following items were discussed and clarified:

  • What award is the scholarship offering? TBD based on fundraising.
  • Are UMOJA students the only recipients? Yes, at this time.
  • Who is responsible for managing the account statements? The Scholarship Committee and the Treasurer.
  • Who is responsible for fundraising? The Scholarship Committee, with all Board Members encouraged to assist.
  • How much will be awarded each year? TBD.
  • When will the scholarship be presented? At graduation in June.
  • How much is needed to start the Fidelity account? $1.
  • When will the account be established? Once the Board signs the paperwork, the Scholarship Committee can initiate the process, which should take a few weeks.

6) Transfer of Funds Documents – Ellen Cochrane
The necessary documents to invest the scholarship funds were reviewed and signed by all Board Members.

7) Next Meeting – Martin Palomar
The next meeting is scheduled for Wednesday, November 12, 2025. The meeting will begin at 6:30. There will be no December meeting. Instead, ESP will hold a holiday celebration to honor all active members and contributors who supported East Sacramento Preservation throughout the year.

8) Trash Dash – Will Green
The next Trash Dash will take place on Sunday, October 19, 2025 (correction from the agenda date).

9) ReLeaf Program – Rose Luther
Rose Luther reported on research into the ReLeaf Program. ESP will join for a $50 membership, which could open liaison opportunities with agencies, schools, and individuals concerned with Sacramento’s tree canopy. ESP will also explore partnering with the Sacramento Tree Foundation.

10) Lucid Winery – Rose Luther
(Information to be presented at the next meeting.)

11) Rebuilding ESP Membership – Rose Luther
Discussion was held regarding ways to rebuild active membership. Ideas included holding a spring presentation focused on trees, transportation, and the growing use of electric bicycles in Sacramento, including those managed through city contracts.

12) Donations to Non-Profit Organizations – Rose Luther
This item was tabled and will be discussed at the next meeting.
