East Sacramento Preservation – Board Meeting Minutes

- Approval of Minutes
- Minutes from the May meeting were reviewed and approved unanimously.
- A discussion was held about posting ESP Board meeting minutes online. The board agreed that minutes will be posted on the website following each meeting.
- Treasurer’s Report
- Will Green presented the current financial report, which included an update on ESP’s bank balance and recent expenditures.
- Alhambra Room Improvement
- A new television was purchased and delivered and is currently being stored at Clunie Community Center.
- Ellen Cochrane will send a thank-you email and notify Clunie staff that ESP will need to use the television in August. The email will include two questions:
- Will the television be mounted by then?
- How will the remote be managed or accessed?
- Mary Ann Bakery Development
- Carl Seymour has been leading outreach and coordinating opposition to the development. A recent meeting, attended by approximately 80 residents, revealed that the majority are opposed to the project. A presentation was made by the project’s architect. John Hodgson has now taken over as project manager. A possible public hearing is expected in September. Concerns were raised about the lack of community-wide awareness of the project. Sandra Carter will lead a flyer distribution effort to help spread information.
- It was also noted that the Rite Aid property on Alhambra may be converted into a storage facility. More details are expected soon.
- Donation Request – LED Signage for Phoebe Hearst School
- The board held a detailed discussion regarding ESP’s potential $1,000 donation to support digital signage for Phoebe Hearst Elementary School on Folsom Boulevard.
- Questions remain about whether the signage project is coordinated with the City of Sacramento and if it has received approval from the school board.
- The group agreed to tentatively support the donation pending clarification on:
- City coordination in the LED signage effort in regards to the city road construction planned for the area.
- Is official school board approval pending
- Endorsement from the current East Sacramento school board member for the project
- Martin Palomar will reach out to the fundraising team and once these questions are clarified, the board will move forward with a decision.
- Next ESP Board Meetings
- There will be no July or September 2025 meetings.
- The next scheduled meeting will be held Wednesday, August 13, 2025.
- Ellen Cochrane will notify Clunie that the room will be available during the months without meetings.
- Trash Dash – June 2025
- The next Trash Dash will take place on Sunday, June 22, from 10:00 AM to 12:00 PM.
- Volunteers will meet at McKinley Park near the Clunie Clubhouse and playground.
- All are encouraged to participate.
- ESP Membership in Sacramento Preservation
- The board unanimously voted to join Sacramento Preservation. Martin will send a check.
- Ellen Cochrane informed President Bill Burg of the board’s gratitude for his recent presentation.
- Ellen will also write a summary of his remarks, send it to him for review, and share it with the board for reference.
- UMOJA Scholarship & Presentation
- Sandra Carter reported a very successful graduation event for UMOJA.
- ESP presented three scholarship checks to exceptional students.
- The board thanked Sandra for her dedication to the project.
- Folsom Boulevard Expansion & Safety Project
- Rose Luther shared updates on the ongoing planning for the Folsom Boulevard Expansion and Safety Project.
- The project area includes Folsom Boulevard between 48th and 65th Streets.
- Planned improvements include a road diet: a center turn lane, continuous buffered bike lanes, curb upgrades, and improved pedestrian signals.
- Two online resources were mentioned:
- The Getting Around Sacramento blog with the proposed project plans
- A heat map showing accident and near-miss data across Sacramento
- This project remains in development, and ESP will continue monitoring its progress.
- The board thanked Rose for attending the meetings and reporting back.
