East Sacramento Preservation Neighborhood Association Monitors Changes in General Plan

The City of Sacramento invites you to be a part of the 2035 General Plan update!  Your input is essential because a General Plan is only successful if it reflects the goals and priorities of those who work and live in our community.At the meeting, staff will provide an overview of the key policy changes to the 2035 General Plan Update and then engage participants in order to obtain your feedback on the direction we’re heading with our proposed policy changes.

What is the General Plan?

The purpose of the 2035 General Plan is to plan for important community issues, including new growth, housing needs, and environmental protection. Furthermore, this plan will project future demand for infrastructure improvements (sewer, water, roadways, parks, and emergency services.)

Since the current General Plan was adopted in the 2009, some of the implementation measures have been completed but now new opportunities and challenges have arisen. We need an updated plan to manage Sacramento’s future growth, attract high quality businesses and jobs, protect natural resources, conserve energy and water, promote high quality design of buildings and public spaces, provide land for new parks and schools, and maintain public safety and municipal services-all of which contribute to the quality of life that residents have come to expect.

A cornerstone of this project includes several updated policies and programs that will form a blueprint for the physical development of our city through 2035.

What are the proposed changes during this update?

  • Incorporate Climate Action Plan (CAP) into General Plan
  • Create urban Level of Service (LOS) traffic standards in Mobility Element
  • Update Housing Element
    • Serves as the City’s housing strategy to address current and future housing needs, particularly those of lower-income households.  Includes updated demographic and housing information
    • City must ensure it has sufficient vacant residential sites to accommodate its share of the region’s future housing need
    • Plan must be certified by the State by fall of 2013
    • Will include recommendations for changes to the mixed income and housing trust fund ordinance
    • Update Tier 1 Priority Investment Site Inventory (key new growth areas)
    • Identify Tier 1 Investment Sites catalytic public infrastructure investment priorities
    • Update demographic data/projections consistent with 2035 SACOG MTP
    • Update park acreage requirements to better match existing service level

East Sacramento Asked These Questions About McKinley Village, Timeline for Answers: Unknown

Riverview Capital Investments representatives Megan Norris and Bret Hogge met with more than 25 neighbors to discuss the McKinley Village/Lanatt development.

The developers presented no new plan, but did ask for feedback on how to make a previous plan better. Because of limited time, ESP framed the meeting as a “question session” and requested that Riverview research the questions and give us the answers at a later time.

ESP will publish the answers as soon as we receive them. Below are the questions. If you have any additional comments or questions, please forward them to ESP and we will direct them to the developer.

What is your timeline for this project?

Who is building the homes, The New Home Company?

Will there be a traffic study?

Are there protected vernal pools or endangered species in the area?

What firm will do the biological studies?

Can the neighborhood pick the firm?

Can an entrance come from the freeway?

Can we change the name of the project so it has its own identity?

What are you going to do about flooding?

Is using the McKinley Park sewer wise? The system/pumping station is overused now.

What will be the housing types: all two stories?

Can there be more entrances?

What are the plans for the church area?

Are you going to coordinate with the Sutter’s Landing development?

How will you compensate for heavier traffic?

How will you connect to public transportation?

How many garages for each unit and which way will they face?

May we have a list of the design elements that are smart/green?

Do you need to label the project “green?”

Who would like to live in this development when you could buy in East Sac for the same price?

How will you accommodate baby boomers that don’t want to climb stairs…?

Won’t railroad tracks be bothersome?

What if the units don’t sell?

Are there porches on the house plans?

Who owns the property?

Are there plans for gardens, habitat restoration/marshes in free areas?

What will the zip code be?

What is your best idea for sound buffering?

Who will do your noise study?

Will there be bike trail access?

Will the coming high-speed rail run through these tracks?

How will you create access to Sutter’s Landing?

Who will pay for a pool or park? The city?

Will lower income housing be included?

Can you confirm the school district?

Can we annex this to Sac City district?

Will there be CCRs?

Will you keep to your price point?

Can the homes be torn down or remodeled by the owners?
